The full Authority which consists of 22 elected members meet a minimum of twice per year; once in February to set the levy and again in June to conduct the business of the Annual General Meeting.
West Yorkshire ITA is a proactive authority and as such it has a robust committee system enabling Members to set and oversee policies, targets, priorities and co-ordination.
ITA Executive Board
The ITA Executive Board is made up of 8 members, including the Chair, Deputy Chair and Shadow Chair of the Authority, and meets every month excluding May and August.
The primary role of the Executive Board is to conduct the day to day business of the Authority.
District Liaison Committees
There are five District Liaison Committees (one for each District Council area) and each comprises of members of the ITA and the District Councils. They meet on a quarterly basis and are chaired by the respective District Spokesperson.
The role of the Committees is to act as a common platform for ITA and District Council representatives to discuss issues of interest, facilitate the interchange of information and ensure better connectivity. In particular the Committees are responsible for overseeing aspects of delivery of the Local Transport Plan.
Passenger Consultative Committees
The role of the Passenger Consultative Committees, which meet on a quarterly basis, is to act as a form of public consultation. There are five PCCs representing each of the constituent districts in West Yorkshire. The Committees consist of all the ITA members for that district, a number of nominated members from the relevant District Council, plus a number of members of the public representing a variety of transport related views and interests. Each of the PCCs is chaired by the relevant District Spokesperson whose role is to act as spokesperson for their district on transport matters and to be its liaison with other members of that District Council.
Bus Services Scrutiny Committee
The Bus Services Scrutiny Committee comprises of 7 members of the ITA and meets quarterly.
The role of the Bus Services Scrutiny Committee is to oversee, review and scrutinise Metro’s functions in relation to bus services.
Integrated Transport Scrutiny Committee
The Integrated Transport Scrutiny Committee comprises of 7 members of the ITA and meets quarterly.
The role of the Integrated Transport Scrutiny Committee is to oversee, review and scrutinise Metro’s functions in relation to integrated transport.
Local Transport Plan Committee
The Local Transport Plan Committee comprises of members of the ITA and of the five District Councils and meets regularly. The prime role of the Committee is to oversee and guide the process of preparing and managing the development and implementation of West Yorkshire Transport Plans.
Audit and Governance Committee
The Audit and Governance Committee comprises of members of the ITA and meets on a quarterly basis. The primary role of the Committee is to deal with matters relating to Corporate Governance and policy issues relating to ITA powers and responsibilities.
Standards Committee
The Local Government Act 2000 requires the ITA to appoint a Standards Committee. The Standards Committee comprises of members of the ITA and independent members and meets as and when required. The principal functions of the Committee is to (a) promote and maintain high standards of conduct by the members and any co-opted members of the Joint Authority and (b) assist members and co-opted members of the Joint Authority to observe the Joint Authority’s Code of Conduct.
